CHIEF WATER QUALITY INSPECTOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to manage, coordinate, and evaluate the activities of the Water Monitoring, Wastewater Monitoring, P2/Commercial, or Industrial Pollution Prevention Section of the Water Services Department or the Storm Water Management Section of the Street Transportation Department. Incumbents monitor their section's budget; coordinate section activities with other sections, departments or outside agencies; interpret existing regulations and provide comments to proposed regulations; develop public education and outreach materials; and assist with administrative hearings and related enforcement activities. In addition to supervisory responsibilities, the Chief Water Quality Inspector classification is distinguished from Senior Water Quality Inspector by the assignment of the most difficult inspection tasks involving large, complex or problem industries. Chief Water Quality Inspectors work independently under the general supervision of a Pollution Control Superintendent or Civil Engineer III.

ESSENTIAL FUNCTIONS:

• Reviews, evaluates and provides input for draft regulations, guidance documents, Code amendments, and Enviromental Protection Agency (EPA) reports;
• Reviews for accuracy, reports and correspondence prepared by staff; e.g., compliance inspection reports, Wastewater Discharge Permits, Permit applications, Notice of Violation letters, and Notice to Show Cause letters;
• Supervises and participates in the review of commercial/industrial architectural and engineering plans for conformance with the requirements of plumbing codes, City ordinances, and local and federal regulations;
• Prepares required reports;
• Explains the purpose and objectives of the industrial waste treatment program to managers, architects, engineers, contractors, and citizens;
• Performs federally required audit inspections of industrial users;
• Requires industries to alter production techniques and wastewater treatment methods, or to provide new/upgraded treatment facilities to achieve compliance with discharge standards;
• Maintains inventories of chemicals, materials, tools and equipment and ensures that supplies are sufficient to meet demands;
• Interprets chemical analysis reports;
• Confers with business employees, industry executives, and owners to determine the cause of violations of federal, state, and local regulations;
• Provides training to employees relating to safety, industry developments, proper sampling and recording methods, and other required areas;
• Conducts inspection of chemical waste processing equipment and procedures;
• Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

Required Knowledge, Skills and Abilities:

Knowledge of:

• Federal, state, and local rules and regulations governing the treatment, control, and discharge of industrial waste into sanitary sewers or discharges into the storm drain system.
• Installation, maintenance, and operation of pretreatment facilities used for the control of industrial wastes.
• Effective supervisory practices and motivational techniques.
• Techniques involved in taking water, sewage, and industrial waste samples and making related tests.
• Video equipment used in storm drain inspections.

Skill in:

• The use and care of testing and sampling equipment used in work activities.

Ability to:

• Perform a broad range of supervisory responsibilities over others.
• Read and interpret plans for industrial waste treatment or process control devices.
• Prepare concise, clear, and accurate oral and written reports.
• Work cooperatively with other City employees, management and technical personnel, or industrial firms in effecting compliance with waste control regulations.
• Communicate orally with customers, clients, or the public in face-to-face one-to-one settings, using a telephone, or in group settings.
• Observe or monitor objects, or people's behavior to determine compliance with prescribed operating or safety standards.
• Comprehend and make inferences from written material.
• Produce written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
• Enter data or information into a terminal, PC or other keyboard device.
• Learn job-related material primarily through oral instruction and observation. this learning takes place mainly in an on-the-job training setting.
• Work safely without presenting a direct threat to self or others.

Additional Requirements:

• Some positins require that the incumbent be able to meet Self-Contained Breathing Apparatus (SCBA) physical examination requirements established by the City designated physician and successfully compete departmental SCBA training/certification requirements.
• Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
• Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.

ACCEPTABLE EXPERIENCE AND TRAINING:
Four years of progressively responsible experience in chemical testing, water and wastewater sampling, or industrial waste process control, including the enforcement of laws, ordinances, and regulations (or two years of experience at the level of Senior Water Quality Inspector) and completion of two years of college level course work in chemistry, chemical engineering, or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
